Metrological Self-Incrimination: How Russia's State Registry FGIS Arshin Exposes Factory Serial Numbers of German, Japanese, British, and US Precision Instruments Inside Active Su-34M, Su-30SM2, and Kinzhal Missile Workshops

Western precision metrology and RF test-equipment manufacturers routinely assure export-control regulators that once an instrument leaves a third-country distributor, its ultimate end-user cannot be verified. Yet under Russian Federal Law No. 102-FZ 'On Ensuring the Uniformity of Measurements' and Ministry of Defense military acceptance standards (VP MO RF), every Russian aircraft, missile, and armored-vehicle plant is legally required to publish the exact factory serial numbers (mi_number), model designations, 2025-2026 calibration dates, certificate numbers (result_docnum), and internal laboratory owners (miOwner) of its foreign measuring instruments in the open federal database FGIS Arshin (fgis.gost.ru). We examine 148 verified serial-numbered instruments from Mahr GmbH, Mitutoyo Corporation, Carl Zeiss AG, Fluke Corporation, and Renishaw plc operating across 14 Russian defense plants and military metrology institutes.

1. The Military Acceptance Trap: Why a Russian Defense Plant Cannot Hide a Western Micrometer

Export-control investigations traditionally rely on customs trade data (HS codes 9017, 9030, 9031) and third-country waybills. While customs ledgers capture cross-border shipments into Moscow or St. Petersburg shell importers, the paper trail frequently goes cold before reaching the actual defense factory floor. Manufacturers in Gottingen, Kawasaki, Wotton-under-Edge, or Everett can plausibly claim they have no visibility into which Russian workshop ultimately unboxed a bore gauge, laser interferometer, or reference multimeter.

Inside the Russian military-industrial complex (VPK RF), however, a rigid bureaucratic mechanism forces defense plants to incriminate themselves every twelve months. No airframe bulkhead on an Su-34M strike bomber or Su-30SM2 fighter, no ceramic radome on a Kh-47M2 Kinzhal hypersonic missile, no main rotor gearbox on a Ka-52M Alligator attack helicopter, and no tracked armored chassis for a Tor-M2 or Buk-M3 air-defense system can pass factory quality control (OTK) and Military Representation of the Ministry of Defense of the Russian Federation (VP MO RF) unless every measuring instrument used to verify micron-level tolerances holds a valid state calibration certificate.

Under Articles 13 and 20 of Russian Federal Law No. 102-FZ of June 26, 2008 ('On Ensuring the Uniformity of Measurements'), paper calibration certificates have zero legal force unless the calibration record is published electronically in the Federal Information Fund for Ensuring the Uniformity of Measurements — Rosstandart FGIS Arshin (fgis.gost.ru).

Consequently, accredited factory metrology laboratories inside sanctioned Russian defense plants continuously upload complete forensic records of their Western and Japanese equipment directly into fgis.gost.ru:

4. Actionable Enforcement Takeaways for BAFA, METI, US BIS, and UK OTSI

Unlike anonymized customs aggregates, a factory serial number (mi_number) recorded in Rosstandart's FGIS Arshin registry serves as an immutable forensic fingerprint inside an original equipment manufacturer's ERP traceability log:

The complete machine-readable ledger of all 148 verified serial-numbered instruments and 48 featured calibration records with direct links to fgis.gost.ru is available at /en/components#arshin-serials and via the open JSON compliance feed /feeds/vpk-arshin-metrology.json.
