Cross-Registry Audit of Western Scientific Databases (OpenAlex / Crossref / ORCID / IEEE / Springer Nature / Elsevier + DFG & EU Horizon Grants) × Active Designers of Sanctioned Russian Defense & Nuclear R&D Institutes (2024–2026)
How 21 sanctioned Russian nuclear-warhead, hypersonic, missile, and radar research institutes (RFNC-VNIIEF Sarov, RFNC-VNIITF Snezhinsk, VNIIA Dukhov, IAP RAS, TsAGI, CIAM, VIAM, GosNIIAS, CSRI Elektropribor, NPP Istok, Concern Sozvezdie) published 3,304 peer-reviewed papers through Western publishers in 2024–2026 while maintaining dual affiliations in France (CNRS / ESPCI Paris / ONERA), active German DFG (No. 471089264), French ANR (No. 725-23-42), and EU Horizon 2020 funding citations, joint projects with Chinese military centers (CARDC, NWPU, BIT, NJUST), and access to Western CAD suites (ANSYS Fluent, CST Studio Suite, COMSOL, SolidWorks).
1. Architecture of the Blind Spot: Why Russian Nuclear Warhead and Hypersonic Designers Remain Active in Western Scientific Registries in 2024–2026
Following blocking sanctions imposed by the United States (OFAC SDN / BIS Entity List), the European Union (Council Regulation (EU) No 833/2014), the United Kingdom, and Ukraine against core research institutes (NIIs) and design bureaus (KBs) of the Russian military-industrial complex and Rosatom's nuclear weapons complex, formal intergovernmental research cooperation was declared suspended.
However, direct programmatic cross-referencing of global bibliographic and grant registries — OpenAlex (api.openalex.org), Crossref (api.crossref.org), ORCID (orcid.org), the European Commission's CORDIS database, and full-text *Author Contributions*, *Acknowledgements*, and *Funding* declarations — for 1 January 2024 – 6 November 2026 establishes a starkly different reality:
- 21 sanctioned Russian defense, nuclear-warhead, and aerospace R&D institutes indexed
3,304peer-reviewed scientific papers in Western databases during2024–2026(including1,858papers authored by compact engineering teams of<=15authors across the 20 specialized defense industry NIIs, excluding the broader academic IAP RAS). - Breakdown by Western academic publishing group (
2024–2026, all 21 NIIs / 20 industry NIIs excluding IAP RAS): Springer Nature Group(Pleiades Publishing,Springer Science+Business Media,Nature Portfolio, Germany / UK / USA):1,150papers (768across the 20 specialized defense and Rosatom NIIs);Elsevier BV(RELX Group, Netherlands / UK):212papers (108across the 20 industry NIIs);American Institute of Physics(AIP Publishing, USA):108papers (39across the 20 industry NIIs);MDPI AG(Basel, Switzerland):67papers (27across the 20 industry NIIs);American Physical Society(APS, USA):63papers (47across the 20 industry NIIs — predominantly Rosatom's nuclear warhead centers in Sarov, Snezhinsk, and Moscow);Institute of Electrical and Electronics Engineers(IEEE, USA):62papers (13across the 20 industry NIIs +49from OFAC SDN-designatedIAP RAS);IOP Publishing(UK),Optica Publishing Group(USA), andCopernicus GmbH(Germany):92papers.
2. Sober Critical Engineer Filter: Eliminating Automated OpenAlex Disambiguation False Positives
Automated affiliation parsers in global scientometric aggregators (OpenAlex, Scopus, Semantic Scholar) suffer from systematic entity conflation (affiliation disambiguation errors). Without strict verification of the raw affiliation string (raw_affiliation_string) and research domain, naive automated queries produce severe false positives. Our audit identified and programmatically purged three major database artifacts:
- False Conflation of a Ukrainian Military Aviation Institute with Russian
GosNIIAS(OpenAlex ID: I2800111664):OpenAlexerroneously maps English-language papers from Ukraine's State Research Institute of Aviation (Kyiv, Ukraine) concerning Ukrainian Armed Forces aircraft maintenance and logistics onto the profile of Russia's State Research Institute of Aviation Systems (GosNIIAS, Moscow, Victorenko St. 7). Filter rule applied: enforce a strict geographic lock requiringMoscoworVictorenkoinraw_affiliation_stringand reject any record mentioningKyivorUkraine. - Sugar-Beet Agronomy Mapped to Electronic Warfare Maker
JSC Concern Sozvezdie(OpenAlex ID: I4210103763): due to regional proximity in Voronezh Region,OpenAlexmerges papers from the Mazlumov All-Russian Research Institute of Sugar Beet and Sugar (VNIISS, Ramon) into the profile of Russia's primary tactical EW manufacturer JSC Concern Sozvezdie (Voronezh). Filter rule applied: purge all agricultural, botanical, and biomedical topics, retaining strictly verifiedSozvezdieRF/EW/PLL engineering papers. - Agricultural Seed Machinery Mapped to
JSC Concern Granit-Electron(OpenAlex ID: I4210103749): civilian agro-engineering papers were similarly excluded. - Exclusion of Mega-Collaborations (
>15authors): high-energy physics consortia (CERN/LHC) and astrophysics surveys with hundreds of legacy signatories were excluded so that only direct laboratory R&D teams (<=15authors) are counted.
