Crocodile Tears of Kirill Dmitriev (INN 773013083324) and Child-Deportation Suspect Yana Lantratova (INN 782509682021) Over Oleshky vs. SBU Indictments for the Okhmatdyt Kh-101 Strike
On November 5, 2026, two irreconcilable realities collided in the public record: Kremlin humanitarian stagecraft in Washington and hard forensic indictments documenting the deliberate murder and forcible deportation of Ukrainian children. At a Washington reception marking the humanitarian evacuation of civilians from Russian-occupied Oleshky in Kherson Oblast, Putin's special envoy and Russian Direct Investment Fund CEO Kirill Aleksandrovich Dmitriev (born April 12, 1975, INN 773013083324; JSC RDIF Management Company INN 7703745153, OGRN 1117746418954) took the podium holding a drawing by an 11-year-old girl named Lidiia from Oleshky (taken to Russia) and declared that her words were 'more important than any diplomatic statements' (@Nackepelo/8872). Designated on the US OFAC SDN blocking list since February 28, 2022 (program RUSSIA-EO14024) as well as under EU, UK, Canadian, Swiss, Australian, Japanese, New Zealand, and Ukrainian sanctions, the chief financier of Russia's war chest conveniently omitted whose occupying army turned children's lives in Oleshky into a living hell, blew up the Kakhovka HPP dam, and continues to drop guided aerial bombs on Ukrainian towns daily - including the November 2, 2026 double KAB strike on a civilian humanitarian aid distribution center in Komyshuvakha, Zaporizhzhia Oblast (@DIUkraine/9915).
Even more revealing was the presence in the Russian delegation of Russia's newly installed High Commissioner for Human Rights (Ombudsperson), Yana Valeryevna Lantratova (born November 14, 1988, INN 782509682021; former State Duma Deputy of the VIII Convocation from October 12, 2021, appointed Federal Ombudsperson on May 14, 2026 to replace Tatyana Moskalkova). As Ukrainian combat officer @officer_33/7091 noted on November 5, Russian state media sought to leverage the Oleshky ceasefire corridor and joint coordination communiques to launder Lantratova's public image into that of a 'constructive humanitarian mediator'. Official registry and criminal files strip away that veneer instantly: beyond her designation on the sanctions lists of the US, EU, UK, Canada, Switzerland, Japan, Australia, New Zealand, and Ukraine, in March 2024 the Security Service of Ukraine (SBU) and the Prosecutor General's Office formally charged Yana Lantratova in absentia under Part 1 Article 438 of the Criminal Code of Ukraine (violation of the laws and customs of war) for personally participating (alongside State Duma deputy Igor Kastyukevich) in the forcible deportation and illegal transfer of Ukrainian orphans from the Kherson Regional Children's Home during the autumn 2022 occupation of Kherson. Tellingly, at the White House event itself, child-deportation suspect Lantratova was the only principal delegate denied the floor to speak.
At 12:00 UTC on that exact same day, November 5, 2026, the Security Service of Ukraine and the Prosecutor General's Office (@SBUkr/19016) delivered the definitive factual rebuttal to Moscow's humanitarian rhetoric, serving formal in absentia war-crimes indictments under Part 2 Article 438 CCU (war crimes combined with intentional homicide) against three additional senior officers of Russia's Long-Range Aviation who planned and transmitted the combat order to strike the toxicology wing of the Okhmatdyt National Specialized Children's Hospital in Kyiv with a Kh-101 cruise missile launched from a Tu-95MS strategic bomber on July 8, 2024:
- Colonel Oleg Skitsky - Commander of the 121st Heavy Bomber Aviation Regiment of the Russian Aerospace Forces (Military Unit 85927, Engels-2 Air Base);
- Colonel Ilya Koryakin - Deputy Commander and Chief of Staff of the 22nd Heavy Bomber Aviation Division (Military Unit 06987);
- Lieutenant Colonel Alexander Senchenko - Chief of Staff and Deputy Commander of the 121st Heavy Bomber Aviation Regiment.
These three field-grade officers join previously indicted Russian generals Sergey Kobylash, Sergey Kuvaldin, and Nikolay Varpakhovich in the criminal docket. While Kremlin emissaries Dmitriev and Lantratova attempt to use children's drawings from occupied Oleshky as leverage to lobby for OFAC sanctions relief for RDIF, every Kh-101 launch order against a pediatric hospital and every forcible child transfer from Kherson Oblast remains permanently indexed by tax ID, military unit number, and chain of command.
